Rodrigo Donoso, First Secretary joined the Permanent Mission of Chile to WTO as the Deputy Chief of Mission in June 2010.

As a diplomat, he has previously been posted to the United Nations in Geneva 2008-2010, the United Nations in New York 2000-2005 and Austria 1994-1999.

In Geneva he was in charge of the Human Rights Council and Human Rights related issues (2008-2010). He coordinated GRULAC in 2008-2009 and participated at the Durban Review Conference process. He assisted the PR in the vice-presidency of the HRC 2009-2010.

In New York he was in charge of the preparation process for the Monterrey Conference on Finance for Development (March 2002), he covered the Second Committee –development and economic issues- of the UN General Assembly and the European issues at the Security Council (2003-2004) as Chile was a non-permanent member. He also was in charge of the Rio Group Coordination in 2001. He was also Chief of Staff for the Permanent Representative of Chile to the United Nations.

At the United Nations Office in Vienna, was responsible for the UNDCP and he actively participated in the UNSGA on the World Drug Problem. Bilaterally he oversaw the relations with the Austrian Parliament, the Balkan Crisis and the non-resident Embassy of Chile in Bosnia Herzegovina. He was also the Consul for three years.

At the Ministry of Foreign Affairs of Chile in Santiago, he was chief of staff of the Director-General 2006-2007 and he headed the International Cooperation Department against Drugs (1999-2000).

He has a Master of International Studies from the University of Chile (1989). He graduated from the Diplomatic Academy of Chile in 1991. He thereafter completed post-graduate work in France at the Institut Internationale d’Administration Publique in Paris 1992-1993, at the Université de Paris XI -DESS en Diplomatie et Administration des Organisations internationales- (1992-1993) and at the University of Vienna “Hochschule Lehrgang für internationale Studien”, Austria in 1996. In 2007, he participated at the intensive “Seminar on the European Union” at the College of Europe in Bruges.

He is fluent in English, French and German.
