Mathias Francke S. was born in 1963 in Santiago , Chile . He spent his school years at the Chilean capital where he also attended law school, obtaining his law degree from the Universidad Católica de Chile in 1988.
He continued his studies at the ¨Andrés Bello¨ Diplomatic Academy from the Ministry of Foreign Affairs, joining the Chilean Foreign Service. In 1991-1992 he pursued graduate studies at the School of Foreign Service of Georgetown University in Washington , D.C. , specialising in international economic relations.
From 1992 to 1996 he was posted at the Embassy of Chile in Washington , D.C. working at the political section of the Mission and at the Economic and Trade Promotion Office during the final two years. After returning back to Santiago he worked at the Directorate General for International Economic Affairs of the Ministry of Foreign Affairs, first in ProChile – the Chilean Trade Promotion Agency – in charge of the formulation of export promotion activities in the Western Hemisphere, mainly Canada, the U.S. and Brazil. Later, as representative of the Under Secretary of Foreign Affairs he participated in bilateral air transport negotiations and during 1998 – 2000 he was Chief of Staff to the Director General for International Economic Affairs.
Between March 2000 and February 2005 he was the legal adviser of the Permanent Mission of Chile to the World Trade Organization in Geneva . Back in Santiago he opened and headed the Trade Dispute Settlement Department of the Ministry of Foreign Affairs.
In June 2006 he was posted back to the Permanent Mission of Chile to the WTO as Deputy Chief of Mission . He is also in charge of the Committees on Trade and Environment (including the negotiations sessions) and Technical Barriers to Trade as well as the Rules negotiations.
He has delivered papers and or interventions in various seminars and workshops on the above mentioned matters, and has lectured at the Chile , Catholic and Adolfo Ibañez Universities in Chile on trade policy in general and dispute settlement in particular.
